Heaven type version of the argument

The answer is that Heaven and Earth serve different purposes. Earth is the place of formation; Heaven is the place of completion. Here, in this life, free will must come with real risks — including the risk of evil — because this is where souls are being shaped. Heaven, however, is the fulfillment of that process.
